Should I join ECE in NIT Durgapur or CSE in IIIT Guwahati, given that I am interested in coding and that IIIT is only about 5 years old?

If coding is your area of interest and you are getting a chance to join ECE at NIT Durgapur then grab it.
The coding culture at NIT Durgapur is amazing. You will grow a lot here.
The ECE department has produced many GSoCers and also fantastic competitive coders.
The department does not pressurize the students much and you can peacefully do your work.
If you maintain a good CGPA, you can even get a summer internship at ‘CERN’.
The institute has put in a lot of effort to build a good research culture. The department also receives sponsorship for research. In the past, it has done research sponsored by research initiation grant, DST, and SERB.
If you are devoted to coding, NITD ECE will offer you many opportunities.
