College Management is decent. There a few strict regulations and rules, but you'll get used to it once you become a part of this college. Apart from that, everything is pretty well managed.

Both the colleges have their own strengths and weaknesses and comparing them is illogical. I would say that if you are genuinely interested in CSE, then Pilani will be better for you than Roorkee. But if you aren’t certain of your area of interest then choose IIT Roorkee for its IIT tag.
