It depends on whether you want the IIT tag or not. Even if we don’t consider the IIT tag, IIT Dhanbad will definitely be a better option. I say this based on the reviews I git from my friends at both the institutes. Here are some of the reasons why you should choose Dhanbad.

Placements:

Here are the recent placement statistics of IIT Dhanbad.

Highest CTC	48.36 LPA
Average CTC	14 LPA
Major recruiters	Microsoft, Morgan Stanley, Sprinkler, etc.

The figures given above do not contain recruitment through GATE, UPSE, IES, etc. So, the portrayed figures are lower than actual numbers.

Other than the impressive placements, IIT Dhanbad also offers a great academic environment. You will have helpful seniors and professors.
