IIT Dhanbad has a higher NIRF Ranking in Engineering than IIT Bhubaneswar. ISM is way older and has a legacy of its own.
My friend completed his B.Tech ECE from IIT Dhanbad. He told me that IIT Dhanbad, because of its higher ranking and its legacy, attracts more companies for placement and internship opportunities than IIT Bhubaneswar. Also, IIT Dhanbad offers a more fulfilling college life.

IIT Dhanbad and IIT Bhubaneswar both are decent institutions with good Electronics & Communication Engineering (ECE) programs, so it’s tough to pick one institute over the other.
After conversion into an IIT, Electronics & Communication Engineering (ECE) at IIT(ISM) Dhanbad is doing quite well as compared to before, both in academics and placements. Most of the labs of ECE department are now housed in the state of the art New Academic Complex (NAC) of this institute. Placement rates have also increased. According to 2019 placement highlights, there were 60.40% placements from the Electronics & Communication Engineering department. The average package offered has been around INR 15.5 LPA, whereas, the highest CTC offered was 39 LPA. Although most placements for ECE are CSE oriented, some core electronics companies like HCL, Texas Instruments, etc visited the campus last year. Apart from these students of ECE have been placed at Google, Amazon, Microsoft, Ernst & Young, KPMG, JP Morgan Chase, Barclays, Goldman Sachs, Walmart, Deloitte and many other companies.
Electronics & Communication Engineering (ECE) at IIT Bhubaneswar is a new branch that was started in 2016. The first batch of ECE will graduate in 2020, so, there is no previous placement record for Electronics & Communication Engineering at this institution. But the placement record for other engineering branches at this institution is quite good. 90% of students got placed last year. The average CTC Offered was around 11.44 LPA. However, 39 LPA was the highest CTC. PSUs like ISRO, DRDO, IOCL, HPCL, ONGC visited the campus for recruitment.
