Bengal Finally Decides To Implement NEP

New Delhi: Teachers in West Bengal have reacted differently to the state's formal statement on May 31, 2023, that colleges operated and supported by the state government would implement the National Education Policy starting with the academic year 2023–2024.

The state government's competent authority has decided that the 4-year UG level programs will be introduced in all government/ government aided/ government-sponsored higher education institutions in West Bengal starting with the academic session 2023-2024.

According to the UGC national curriculum and credit structure for UG Programs after 12th, the students would receive their degrees in compliance with those standards, the statement continued.

According to the statement, students seeking admission this year must submit their applications online through the colleges' independent websites, just like they did last year.

The TMC government stirred much controversy in academic circles by requesting that all universities implement the four-year undergraduate plan under the NEP, according to a March report from HT. The higher education department forwarded the order dated March 17, 2023, to the registrars of all state-aided universities.

According to academics, it would be challenging for Bengal's universities to introduce the new degree at such short notice due to a lack of infrastructure and funding.

There are 20 public universities in Bengal that grant general degrees. Under these 20 universities, there are 433 government-aided and 49 government-owned degree-granting institutions. Additionally, 11 private universities provide degree programs.

Mamata Banerjee created an expert committee to evaluate the NEP because the Constitution's Concurrent List includes education as a subject, giving a state government the authority to influence how federal policies are carried out.

According to a news release, "The expert committee has recommended the implementation through the best use of current resources or self-mobilization of additional resources, pending receipt of additional financial assistance."

Academic circles have criticized the choice. Jadavpur University Teachers’ Association general secretary Partha Pratim Roy stated: "Almost all private colleges started preparing for fresh admissions months ago. Government colleges are now in a hazardous situation as a result of the decree. Private institutions will only benefit from this and thrive. The higher education sector is fully aware of how much time and infrastructure are needed to launch a new system.
