I have a choice between IT (Information Technology) in NIT, Surathkal and CS (computer science) in RVCE, Bangalore. Which one would be a better choice in terms of placements, Brand name etc.?

I would like to highlight a few points in favor of choosing IT at NIT Surathkal-
IT and CSE have more or less the same curriculum.
NITK offers excellent placements. This is especially true for circuital branches- CSE, IT, ECE and EEE. Top students from these branches are offered placements at brands like Google and Microsoft.
NITK is a brand in itself. Since it is an NIT, it offers much more exposure and opportunities.
NITK admits JEE Mains toppers from all across the country. So it has a very rich crowd.
As a Bangalorean, you can frequently visit home from NITK.
As a hosteller at NITK, you’ll learn important life skills.
Thus, based on these factors, I would recommend you choose IT at NIT Surathkal over CS at RVCE Bangalore.
