There is no comparison between IIIT Raipur and IIEST Shibpur for Engineering. IIEST Shibpur is a much older and well established college than IIIT Raipur. Being a student of IIEST Shibpur myself, I can confidently say that the college is much superior when it comes to engineering.

Civil Engineering packages are not excellent across India, but CUSAT is a preferred choice.Civil Engineering is decent for the students if they want to work in core companies. All of the institutions are well-recognized academic institutions in India. However, I think choosing IIT Bhubaneswar is better than going with chemical engineering at IIT BHU or CSE at NIT Rourkela.
The answer to this question depends on what you aim for after 4 or 5 years of your college degree. If you just want a placement and not particularly interested in a branch then you could go for any of those two branches as placement statistics are good for both in IIT BHU. There are enough opportunities in the non-core sector which generally comprise IT, developer, analytics, product management, business analyst, etc. These sectors don't look for a specific branch and rather require good communication and analytical skills.

And if you choose chemical engineering, you can go for higher studies or work for PSUs. So, both these branches at IIT BHU would provide enough opportunities to grow and explore and the end decision should be based on your interest.

JUET Guna campus is sprawled in multiple folds, over more than 125 acres. The civil engineering lab at JUET GUNA is more equipped than JUIT Solan from what I have heard from many of my seniors. Due to the much bigger campus, you can use up the instruments more efficiently.
Placements:
As far as the placement is concerned, both are nearly the same. If you want to go to a non-core Job you can easily get it with good effort or else if you opt for core jobs then they conduct pool campus drives specifically at different locations.
