Go for IIEST, only if you are interested in doing research further, you can make some good contact there which will be helpful. But from a placement point of view, NIT R will be better for a CSE course.
NIT Rourkela is better for a Masters in Geology. It offers better facilities. Geology department has well-equipped labs with latest technologies. The campus has an active research environment. There is cutting-edge ongoing research in the field of Earth and Atmospheric Science.
Although NIT Rourkela is the better option in terms of academics and research culture, IIT Bhubaneswar has a locational advantage. Due to this advantage, it's easier to get projects and placement opportunities.
Both NIT Rourkela and College of Engineering, Pune come under the tier-3 Indian engineering colleges. Opting for a college near to your residence would be a wise decision.

In comparison to IIEST Shibpur, NIT Rourkela will be a better choice for you. The college provides better infrastructure, placements, and good college life. It is also way ahead of IIEST Shibpur in the NIRF ranking.
Accordion to the recent placement highlights, the highest and lowest CTC offered at NIT Rourkela is 42 LPA and 3.5 LPA. For IIEST Shibpur the lowest and highest CTC are 2.53 LPA and 39 LPA, respectively.
Overall, NIT Rourkela will be a better alternative. However, you should do your own research regarding the institute before deciding on one.

Admission-
To be eligible for admission, students are expected to have passed 10+2 with a minimum of 75% along with their JEE Main score.
For NIT Rourkela, for programs like B.Tech, the total fees are in the range of Rs. 3 Lakhs to Rs. 9 lakhs.

NIT Rourkela - For the PE branch it was 6540 and 9210 as the opening and closing rank respectively for General category students from other states. For reserved categories, the opening and closing ranks were 923 and 3148 respectively.
NIT Nagaland - For the CSE branch it was 14369 and 18706 as the opening and closing rank respectively for General category students from other states. For reserved categories, the opening and closing ranks were 1338 and 5352 respectively for students from other states.
Placement -
For the year 2019, a total of 909 students were placed in NIT Rourkela.
