However, in accordance with the branch change policy, no department can take more than 10 % of its current number of students through the provision of Branch Change. So a branch that has 50 students can only admit 5 top students from other branches.
Hence it can be concluded that there is no specific CGPA required for branch change. It all depends on the competition between the students. However, based on one of my friends' experiences, the approximate CGPA required for branch change to AI or CS is around 9.6-9.8 in the first semester. Please note that this is just an approximate figure as there are no fixed criteria.
It’s difficult to determine the best career option among Data Science Certification courses and an Executive MTech in Data Science from IIT Hyderabad unless I know what your specific goals are. If you are on the lookout for a degree, then an MTech in IIT Hyderabad will suffice for it, but if you are fine with a certificate with a brand name then ISB’s Data Science Certification course will work in your favor.
In my opinion, what matters more than the institute is what you have learned from it. Institutes are just a stepping stone in shaping your career and it's the individual's intellect and will to succeed that eventually drives them to succeed.

Assuming that you are research-oriented, I suggest you choose IIT Guwahati MTech in theoretical CS rather than MTech in CSE from IIT Hyderabad. From the choice of your research-related subjects, theoretical CS seems to be the best option. Moreover, the Mathematics and Computer Science department of IIT Guwahati is extremely good with a knowledgeable faculty base.
MTech at IIT Hyderabad on the other hand is more focused on campus-related work rather than actual theoretical knowledge of the subjects.

I don’t think you should even consider joining IIT Hyderabad EE when you have the option of IIIT Hyderabad CSE given the fact that it’s the 2nd best in India after IIT Bombay CSE. The course is very challenging and IIIT Hyderabad does not have a lively atmosphere like IITs. Rather, the entire focus is on CS courses and research work. Although the campus is very small and lacks any extracurricular facilities, it’s heaven for coders. The academic workload is terrible with intense competition among peers.
Overall, both are excellent choices, and it’s only a matter of preference. Go for IIIT if you are certain of CS and go for IIT if you aren’t sure of your inclinations. Either way, you will not be disappointed.
Yes, IIT Hyderabad hostel rules permit local students to go home after classes on Saturday and come back on Monday. However, in my opinion, I don’t think this is a good practice as you will be missing out on a major part of your IIT experience.
In reality, it’s the hostel life at IIT that shapes your personality and helps you grow as a person. Only academics cannot help you shape your career. Despite the mediocre hostel facilities, IITians always miss the incredible college life they lived. During weekends students look forward to many activities including interactions with their batchmates and seniors. While some may deem it as unimportant, trust me it’s the most important part of an IITian. The lessons you will learn from your seniors will help you go a long way in your life.
The best order of preference for core branches in the aforementioned institutes would be
