There's not much of a difference in terms of placements or campus. Go for your interest.
EE comprises power transfer and machines, whereas Mechanical deals with heavy tools and machinery work.
You should choose IIT Kharagpur Mechanical Engineering dual degree due to following reasons:-
Every Mechanical Engineering student requires high-speed, smooth, and multipurpose laptops to tackle the complications in the course. Your laptop should be efficient enough to do high-speed work and fulfill all requirements since a major part of your study is based on PDFs and online assignments. You require systems that can handle heavy project loads in programs designed for 3D environments and video rendering.
While one can compromise on storage, a Mechanical Engineer’s laptop is expected to have excellent memory, CPU, and graphics that will run heavy programs smoothly.
NIT Bhopal also called MANIT (Maulana Azad National Institute of Technology) is approved by MHRD and AICTE. It is ranked 65 for BTech and 101 overall by NIRF 2020. BTech in Electrical Engineering is offered as a 4 year full time course.
IIEST is considered to be one of the top engineering colleges in India. It is ranked 43 overall and 21 for BTech by NIRF 2020. The Mechanical Engineering dual degree is a 10 semester course with 3 specializations: Machine Design, Thermal Engineering and Manufacturing Science.

Both the colleges are reputed and are considered the top Engineering colleges in India. A BTech degree is of 4 years, if you want to opt for a dual degree you will receive an MTech degree too all in the span of 5 years. The choice depends on you and your preferences, both are equally important and respected institutions for Engineering.
I would say choosing 5 years dual degree in Mechanical Engineering from IIT Bhubaneswar is a better option than BITS Pilani for electronics and instrumentation.
When you complete a course of four years normally, you complete your graduation with the fundamentals of your branch which allows you to pursue higher studies if they are in your interests. It also gives you the option, at the same time, to complete your undergraduate degree in another subject if you wish to.
If you want to pursue a dual course, it can probably put a dent in your freedom to pursue your interests and you will be ‘rewarded’ with the master’s degree. Another problem after receiving the master’s degree would be the confusion about looking for a job, pursuing a doctorate in the field of your interest(s).
The dual degree in mechanical will demand more dedication from you but the four-year degrees are easier compared to those. Mechanical engineering is a good option if going for higher studies is in your interests.
IIT Bhubaneswar is one of the most promising new IITs. One advantage of new IITs over older ones is that the number of students is lower, so teachers will know you by name and it will feel like a close-knit family. You'll be surprised to learn that newer IITs have better placement statistics because they are more focused on placement, as opposed to older IITs, which are more focused on research to improve their world rank. Dual degree programs are also an option because at the end of five years, you will have two degrees, and if you go abroad for a second master's degree, you will have completed some of the courses in your fifth year.
So you'll complete your master's degree in less than 18 months. So you'll have an extra degree for only six months more. So dual degree programs are fantastic. For God's sake, it's an IIT. Take a chance.
