IIEST Shibpur is better than BIT Sindri in terms of placements, infrastructure, and academics. There are a lot of resources available to you and if you are willing then it will be a great learning experience for you.
The college is more than 160 years old and thus has a huge list of alumni base. It has recently been converted to an Institute of National Importance (INI) and is equivalent to an NIT.
The campus also offers a great scenic view. Some of the placement stats of mining engineering for the year 2020 are given below.
So IIEST Shibpur edges ahead BIT Sindri according to the opportunities they offer. You can definitely talk to other students and form your own opinion as well.
Yes, in IIEST Shibpur there are students from Delhi NCR. Being one of the major national institutes, students from all over the country apply to the institute. On the campus of IIEST, you will meet students from different backgrounds and different regions of India. So naturally, there are students from Delhi as well.
IIEST Shibpur is a national university and the 2nd oldest engineering college in India. NIT Rourkela has a good civil engineering department as compared to the civil engineering department of other NIT’s.
In comparison to IIEST Shibpur, NIT Rourkela will be a better choice for you. The college provides better infrastructure, placements, and good college life. It is also way ahead of IIEST Shibpur in the NIRF ranking.
Accordion to the recent placement highlights, the highest and lowest CTC offered at NIT Rourkela is 42 LPA and 3.5 LPA. For IIEST Shibpur the lowest and highest CTC are 2.53 LPA and 39 LPA, respectively.
Overall, NIT Rourkela will be a better alternative. However, you should do your own research regarding the institute before deciding on one.
I have a friend at IIEST Shibpur and here is his insight on the IT placements at the institute.
The placement statistics at IT in IIEST are excellent. The esteemed companies that are recruiters for IT include PwC, Veritas, HSBC, Microsoft, Adobe, TCS, CTS, Wipro, Infosys, etc. You will be offered internships in your 3rd year. The major recruiters in IIEST are IT companies. Therefore, from the IT department, the majority of students are able to receive placements except for a few.
Here is the highlight of recent placement statistics at the institutes.

It is possible to get into departments such as Metallurgy, Mining, and Aerospace, with a rank as you mentioned above. You can also get into the Civil engineering department, assuming that you belong to the general category.
Moreover, it also somewhat depends on whether you are from the home state or not. You should run a deep check on the latest cut-off as placed for this year.
Here is the cut-off of recent years for both home state students and students arriving from other parts of the country to help determine if you are likely to get selected.

Mechanical Engineering involves the production, designing, and operations of machines. ME graduates are employed in R&D, Design, Production, Analysis, Testing, Installation, etc.
Subjects taught in Civil Engineering include Geotechnical Engineering, Structural Analysis, etc. Employment sectors for this branch include Irrigation companies, construction, land development, etc.
Students must compare both the streams and colleges carefully. Individuals’ capabilities and expectations decide which one will be perfect for them.
The term attractive is relative, in the context of a CV or resume. You just showcase your skill-set, education, work experience, etc in these documents. Yes, a CV can be well-organized or well-formed. A well-formed CV may be found attractive to one recruiter and in the very same way, it may be found dull to some. So, there is a pinch of luck factor also required. So first you need to consider for what company you are going to apply. Your CV should be target-specific and must target a company that is interested in the skills you have. For Example, If it is an analytics firm then put some extra effort to showcase your interpersonal skills as well as your extracurricular activities. If it is a core technical job then vocational training and other academic projects should be highlighted well.
To make a good cv consider the following points.
Hope this was helpful. You can also consult various websites to understand the process better. You can also download some formats for your reference.
I have a few friends from IIEST, Shibpur and many of them are unaware of the subjects of IS. As for CS, it is available but you will have to score quite high as the cutoff for the branch has been pretty high in recent years.
A few years back, in around the year of 2016, the cut-off for in and outside students of West Bengal was around 12,000 and 19,000 respectively. This was when IIEST, Shibpur offered a 5-year B.Tech + M.Tech Dual Degree course.
In 2017, the institute started a 4-year B.Tech course, making the cut-off go under a drastic change. The cutoff for the CS branch of IIEST, Shibpur became even higher. Here is the cutoff for CS in recent years.

You should check the official website for the latest cut-off of IIEST, Shibpur to get a better understanding of the cutoff trends.
Seeing your interest in both branches, IIEST has a wide scope of diverse cultures and you will find many students from all over the nation.
IIEST Shibpur offers great exposure in terms of academics as well as extra-curricular activities along with the interactive clubs and fun happening fests. It comes under the Government of India and is one of the NIT.
However, Aerospace Engineering is not a trending branch anymore and it was in the limelight a decade ago. To open up more opportunities, you will be required to pursue a Master’s or prepare for the competitive exams to get a decent job.
ECE at Heritage Institute is more prominent but being a private college, it is not up to the mark as compared to Aerospace Engineering. The placement opportunities at HIT are not good. Therefore, all you can do is to opt for IIEST, get a decent aggregate, and change the branch from Aerospace to ECE in the second year.
Acknowledging the contemporary synopsis between the two colleges, IIEST Shibpur has The upper hand; it was ranked at the 17th place by the Ministry of Human Resource Development. It received a prolonged upliftment from the administration, which could be why it does not seem shiny among its companions. Consequently, it is a good call to intercept a rocket equipped to take off and assume that you do not regret the letter that you missed this flight.
Placement:
IIEST Shibpur invited 90 reputed companies in the year 2020. 311 students got placed with the highest salary package of INR 41 LPA and an average package of 6 LPA.
Students were recruited at SASTRA by Amazon with the highest salary package of INR 28 LPA and the average package that students got was INR 9.3 LPA.
