NIT Puducherry is a new NIT but offers decent academics. It is currently running from its’s permanent campus in Thiruvettakudy, Karaikal.
In terms of academics, facilities, and placements, NIT Puducherry is a decent institute.
NIT Puducherry has maintained a good placement record over the years. According to the highlights, the placement rate for the institute is around 80%. NIT Puducherry placement has an average CTC of INR 4.9 LPA. While the highest CTC goes upto INR 15.25 LPA. ABB, Techmahindra, Optum are some of the major recruiters for NIT Puducherry.
My brother is from NIT Pondicherry and so I can give you an insight into the recent scenario at the campus.

I have a few friends from NIT Puducherry and according to them, students in NIT-P are facing difficulties due to the negligence of the administration.
The basic facilities are not provided. The administration is solely focused on increasing the number of courses in the institute. The institute lacks proper classrooms, hostel rooms and accommodation, water facilities, and a proper power supply. Even the basic amenities of the students are not being fulfilled.
There is also a transportation problem from the institute side. They have very few numbers of vehicles when compared to the number of students. Students on average waste about 5 hours per day due to the transportation problem.
But the situation is getting better slowly, now that it has moved to its own campus. Many of the important structures like the science block and hostels are built already.
One of my friends studied at NIT Puducherry. According to him, when he graduated from NIT Puducherry, the college was not very much developed.
During his time there was poor teaching staff with minimum facilities. He understood that depending on the college and its faculty will get him nowhere. So he started working hard himself.
But now the institute has come a long way from there. It has now a fully functional permanent campus. Many reputed companies visit during placement drives. Though the salary packages offered may not satisfy an engineering graduate, it has still offered the best it can.

If you are a hard-working individual, studying at NIT Puducherry also could work wonders for you. As the college is also gradually developing, there are chances of betterment.

You might not get good placement offers as the institute is currently in a development phase. But it is still improving each year. Another issue with the institute is that you will be required to submit a lot of assignments in a term. Overall, you will enjoy your time at NIT Puducherry.
The answer to this question depends on your personal preferences and expectations from your college-to-be.
If you prioritize infrastructure, NIT Srinagar has one of the most beautiful campuses among all the NITs. On the other hand, NIT Puducherry has a better faculty than all your other options.
Placement-wise, NIT Raipur has the best record among these colleges. However, the infrastructure and faculty of NIT Raipur are below average. But it is a good college for its sports facilities and senior-junior connections. There aren't any cases of ragging on its campus. Also, it offers better connectivity than the other NITs you’ve mentioned.
As for the northeastern NITs that you have mentioned, most people don’t choose them. This is because of lesser connectivity and a lack of overall facilities at them. Their placements aren’t at par with the other NITs. Also, you’ll experience totally different weather and culture over there. So you might face difficulties in adjusting.
Now the choice will also depend upon the branch you are offered at NIT Raipur, NIT Srinagar, and NIT Puducherry. If say, you are offered Biotech or Biomed at NIT Raipur and Civil at NIT Srinagar, without a doubt, go for the second option. Biotech and Biomed at NIT Raipur aren’t good choices.
When it comes to NITs, everyone knows that they are better than any private colleges in the aspects like fees, faculties, campus. The tag of NIT can come in handy for you any day.
NIT Puducherry (NITPY) has the best and most supportive faculty there is. Be it any department and especially CSE. There is nothing better than good professors from whom you can seek all the knowledge you want. The fee structure is quite affordable and less when compared to the private colleges but a bit more than government colleges.
The CSE department also has quite promising placements. The students get placed in huge companies in places like Bangalore, Noida, and Chennai. Not that we are looking for it but NIT Puducheert has a lab with a 1000 Mbps internet connection that is available for you to use. If it convinces you, then you can surely go for it.
If your requirement is Chemical Engineering or Biotechnology then it is not the best choice for you.
NIT Puducherry is very new compared to College of Engineering Guindy (CEG). Let me share some points which might help you decide.

It is recommended that you go for CEG if you have to choose between these two. But if your choice only is NIT Puducherry then you can opt for it. It is a good college but as it started functioning recently, it is better to go for an experienced one.
Since you did not specify the criteria, I will be comparing the aforementioned institutes on the basis of 2 main criteria placements and campus life.
NIT Patna has a well-maintained campus and enjoys a good reputation being one of the oldest engineering colleges in India. However, the academic rigor is poor and the professors aren't interested in teaching. Moreover, it suffers a lot because of its location in Bihar one of the most underdeveloped cities in India.
NIT Puducherry has the best location among these institutes. It is located near the sea beach and students get to enjoy the picturesque view of The Bay of Bengal.
NIT Andhra Pradesh should be your last priority because it has many major cons like lack of campus, ragging, and poor placement scenario.
