Jadavpur University and IIEST Shibpur are both well-known institutes in the country. I have some friends at both institutes. Based on what I heard from them, I will say for CSE, Jadavpur will be a better choice.
Jadavpur is considered as the best institute in all of West Bengal when it comes to engineering especially CSE. Jadavpur is known to be the pioneer of CSE in India along with ISI and therefore had a head start. Jadavpur University has a better record of quality of education and the opportunities it provides to the students.
That doesn’t necessarily mean that IIEST is not a good option. IIEST is also a very reputed institution in our country and a pioneer in some engineering courses and research fields. You can certainly keep IIEST as your second option after JU.
Here is a brief outline of the CSE course offered by the institutions.

Hope this gives you some idea about the institutes.
One of my friends is a Chemical Engineer and she has a better idea about these institutes. She mentions that the Department of Chemical Engineering at Jadavpur University is among the best you could possibly obtain.
It is nonetheless the oldest Chemical Engineering department in the whole country and might also be among the oldest in all Asia. Apart from that, the placement highlights and the faculty of the institute are up to the mark as well.
But, if you want to know the overall placement highlight of both the institutes, then check below,

NIT Raipur is a centralized college, while Jadavpur University is state-funded. Speaking of which, there are almost no such big differences between them. But, opting for Jadavpur University over NIT Raipur will be financially beneficial.
No, IIT Bhubaneswar ECE is not better than JU CSE. According to NIRF India Engineering ranking for 2019 JU ranked 13, whereas IIT Bhubaneswar was at 17.
JU may have its own problems but it still remains a university with a great reputation especially for CSE. Almost all big known companies visit the campus for placement for CSE. According to 2019 placement records, the CSE department of JU has some unbeatable records with 90% of the students getting placed. The average salary package offered was INR 12 LPA and may go as high as INR 40 LPA. Major recruiters of CSE department of JU(2019)- Amazon, Microsoft, Paypermint D.E.Shaw, Wipro Turbo, Samsung (Bangalore, Noida, Delhi), Goldman Sachs, Adobe, Synopsys, Work Applications (Singapore), SAP Labs, C-DOT, Siemens, Oracle, Reliance, PriceWaterhouse Cooper, G.E.Digital, Reve System, Dynamic Digital Technology, MU Sigma and many more.
Since IIT Bhubaneswar ECE started in 2016 and the students will graduate in 2020. Although the placement record for other branches is good, around 10 LPA for Electrical Engineering.
IIT Bhubaneswar may provide more exposure and a shiny IIT tag but between IIT Bhubaneswar ECE and JU CSE, JU CSE will be the better choice.
According to NIRF rankings 2020, the rank of MNNIT Allahabad is #48th for B.Tech courses and the rank of JU is #117th for B.Tech courses (in India). MNNIT Allahabad has more number of qualified faculties in their institution as compared to JU. JU as well as MNNIT Allahabad are approved by AICTE. But does the institution give good placements to their students? Let’s determine by the subsequent data.

Now on comparing the above data, the candidate might have come to know which institution is better. One should not only look for placement rate and salary as the key point to decide which institution is better. It is always advisable to look for other factors also like faculty, city life, which atmosphere suits him/her better, extra facilities, extracurricular activities, etc. Then a conclusion can be drawn to know which institution is better for them.

The decision solely depends on the institutes not on the course then. Both the courses are somewhat similar and Jadavpur University has got the upper hand when deciding about the institute. So IT at Jadavpur University would be the better choice.
