If NIT Bhopal is considered and compared with NIT Rourkela, then it must be said that NIT Bhopal's strength is a large batch size; IT+CSE. However, at NIT Rourkela, M.Tech in Computer Science and Engineering (CSE) is almost similar to doing M.Tech in IITs. But in the case of Bhopal, the students can sit for placements for all the big companies in the campus recruitment process along with B.Tech companies. It will be better to avoid IIIT Allahabad for doing M.Tech in CSE, as placement opportunities in this institute are not good. This thing is that IIIT Allahabad does not allow M.Tech students to attend for placement in the on-campus recruitment process.
Thus, it can be stated that for the B.Tech course, IIIT Allahabad>> NIT Bhopal> NIT Rourkela.

There are common misconceptions and doubts in the minds of students and their parents regarding dual degree programs. People think that low rankers generally opt for a dual degree and placements are not good for DD programs.There is a common fear that dual degree students are neglected by the administration. It is believed to be better to opt for your M.Tech from an IIT. Most people end up choosing B.Tech instead of a dual degree, even if NIT Rourkela or some other top NIT/ IIT is offering this program.

After looking into the various factors, make an informed choice for your CSE among VNIT Nagpur, NIT Calicut, and NIT Rourkela. VNIT Nagpur is a great choice for a CSE as per my personal experience.
I completed my B.Tech CS from NIT Rourkela, so I can only speak for my own college.
For placements, NIT Rourkela is probably behind the other two because of its locational disadvantage. The lack of good connectivity creates difficulty for IT/software firms to reach Rourkela during placement season. Despite that, last year, the average package for B.Tech CS was Rs. INR 21.87 LPA at NIT Rourkela. This is quite a decent figure.
Moreover, I can assure you of the excellent research and infrastructural facilities at NIT Rourkela. It is probably better than the other two in this regard, and can even be compared to NIT Trichy. A good number of students from the CS department get offered foreign research internships. Some of them even end up receiving an offer for higher studies from universities in the US and Europe.
NIT Rourkela is a good option for B.Tech CS if you want to pursue higher studies, but it might not be the best in terms of placements.
The Civil Engineering program at NIT Rourkela is considered to be quite good. The faculty is well-qualified and experienced, and the curriculum is comprehensive and up-to-date.
