New Delhi: Indian Institute of Technology (IITs), Indian Institute of Management (IIMs), National Institute of Technology (NITs), Indian Institute of Scientific Education and Research (IISERs), and other Institutes of National Importance (INIs) are among the institutions that the Central Government plans to bring under the purview of the Higher Education Commission of India (HECI). The planned single higher education regulator is called HECI.

The National Education Policy NEP 2020 introduced HECI. According to reports, the Higher Education Council of India Bill was introduced by the NDA government in 2018, but it wasn't finalized until NEP 2020.

India's central universities and INIs are currently governed by separate acts of parliament. Both the University Grants Commission and the All India Council for Technical Education have no jurisdiction over these universities.

INIs like IIT, IIM, and NIT deal directly with the Ministry for funding, whereas central universities still need UGC approval for budgets and awards. IIT, IIM, NIT, IISER, and the many campuses of the All India Institutes of Medical Sciences (AIIMS) are among the 160 INIs that are now operating in India.

These INIs have their own boards of governors, administer their own exams, award degrees, receive government financing, and operate independently. Since the IIM Act was passed in 2017, resistance from IIM to defend their autonomy is anticipated if the government integrates all INIs under the HECI. The Higher Education Commission of India's authority and regulations are currently being discussed by the Ministry of Education, according to a report.
