NIT Uttarakhand ECE is definitely a better choice than IIIT Bhopal ECE. NIT UK is a well-established institute with good placement records, while IIIT Bhopal was established just a few years back.

HBTU is the best among all the institutes mentioned above. The university is old and reputed. So, it's better if you choose HBTU CSE over the other options. HBTU placements 2021 witnessed an average CTC of INR 6.46 LPA. A total of 69 students were recruited from the CSE branch. HCL, IBM, Adobe are the major recruiters.
Starting things off, first, let me tell you that IIIT Bhopal does not have its own campus or hostels. If you are looking for sports competitions, this will probably not be as abundant. There is however a sports period each week with all the sports facilities.
This started out as an initiative by students in lieu of a cricket tournament held amongst them. But, not much is related to sports even then.
The scene definitely has changed a little. Seniors organize fresher’s parties for the new batch, quiz competitions as well as gaming competitions.
In 2019, students had even asked to hold an inter IIIT sports in IIIT Allahabad. Many students bought sports kits to participate in this meet.
Frankly, you should know that the college is quite new. So it will take time for things to get better. As directors are assigned, things will start to change for the better. You will have to keep some patience.
As a first-year student, you will have the same syllabus and books as your batch mates in the CSE and ECE programs. My brother's friend studied from IET DAVV and his syllabus was the same too.
You will not have to study any specialization as of now, except maybe the basic programming in C Java or C++. It depends on what you choose because my cousin chose C++ and didn't regret his decision at all.
